FRANK J. Phillips, ESQ.

Experience: Frank J. Phillips is a founding member of Phillips & Millman, LLP. As a former assistant district attorney and town attorney, Frank uses his 20 years of trial experience to litigate personal injury and criminal cases. Frank is currently a town justice for Town of Stony Point. He is also experienced in real estate and municipal law, including commercial/residential closings, landlord/tenant proceedings, and planning and zoning matters. Frank is the only Stony Point town attorney ever to argue and win a landmark case in New York’s highest court and has written more than 80 local laws and a town code. Frank uses his experience to offer caring and professional legal services to his clients.

JEFFREY T. MILLMAN, ESQ.

Admitted: 1992, New York State Bar; 1992, Connecticut State Bar; 1993, New Jersey State Bar; 1995, U.S. District Courts, Southern and Eastern Districts of New York.

Experience: As a founding member of Phillips & Millman, LLP, Jeffrey Millman has a strong background in litigation and trial advocacy. Working as an assistant district attorney in Rockland County, NY Jeffrey has prosecuted homicide cases, narcotic sale cases and many other criminal matters. After leaving the Rockland County District Attorney’s Office in 1995, he continued his area of practice in major criminal defense matters as well as helping those who have been injured in accidents to seek compensation for their pain and suffering.

JEANNE M. HURLEY, ESQ

Jeanne M. Hurley is an associate in our law firm, admitted to the New York State Bar in 1986. She began her career in 1986 with the law firm of Hurley & Fox, Esqs., and joined Phillips & Millman, LLP in 2012.

Experience: Her legal career has been dedicated to representing clients in serious personal injury actions, including motor vehicle, premises liability, medical malpractice, nursing home abuse, products liability and construction site accidents.

Her work at Phillips & Millman, LLP includes all aspects of pleadings, discovery and motion practice, as well as consulting with the firm’s trial counsel.

Jeanne is a member of the New York State Bar Association and the Rockland County Bar Association.

Education: She received her BBA degree from St. Bonaventure University and her Juris Doctor degree from St. John’s University.

ANTHONY J. BRIGANDI, ESQ.

Anthony J. Brigandi is an associate in our law firm. After graduating from the State University of New York at Oswego, graduating cum laude with a dual degree in Economics and Business Administration, Mr. Brigandi attended the Rutgers School of Law. Throughout his law school career Mr. Brigandi interned in places such as: a Superior Court Justice of New Jersey in the Civil Division; the Rockland County District Attorney’s Office; and the Community and Transactional Lawyering Clinic at Rutgers Law School, where he performed pro bono legal services for local businesses and individuals in need. Mr. Brigandi received the Dean’s Merit Scholarship based upon his academic achievements and graduated with his Juris Doctorate and a Certificate in Corporate Law and Governance.

Prior to joining the law firm of Phillips & Millman, LLP, Mr. Brigandi was the Judicial Law Clerk for the Honorable Marybeth Rogers, J.S.C. in the Hudson County Courthouse where he mediated small claims cases to resolution, conducted legal research, reviewed dispositive motion papers, and drafted judicial memoranda for the Law and Chancery Division.

Mr. Brigandi has lived in Rockland County for nearly 30 years and continues to serve the residents of his hometown. Mr. Brigandi is licensed to practice in both the State of New York and the State of New Jersey where he represents clients in serious personal injury accidents, medical malpractice incidents, land use applications and criminal defense matters. Mr. Brigandi has also served as an Assistant Village Attorney, where he provided legal advice and guidance to the Board of Trustees, and prosecuted various matters on behalf of the municipality.

FRANK J. LAPERCH, ESQ.

Admitted: New York State Bar; U.S. District Court, Southern District of New York.

Experience: Frank J. LaPerch graduated from the Quinnipiac University School of Law in 1998. During law school, he interned for the Rockland County District Attorney’s Office. Upon admission, Frank focused his private practice in the following areas: Bankruptcy, Family Law, Real Estate and Criminal Law.

Frank is an active member of the Family and Criminal Law Assigned Counsel Program of the Rockland County Bar Association. He has also taught several paralegal courses for the Washington Online Legal Institute (WOLI). Frank is also a former Acting Justice for the Village of Suffern in Rockland County, New York. In his judicial capacity, he has presided over misdemeanor criminal matters, vehicle and traffic cases, felony arraignments, small claims and civil cases.

WARREN P. KOSSIN, ESQ.

We are very pleased to announce that Warren P. Kossin has joined the law firm of Phillips & Millman, LLP as counsel.

Warren Kossin has been a practicing attorney for forty five years and has had an office in Rockland County for thirty nine years. The majority emphasis of his practice is Real Estate and the Representation of Condominium Boards of Managers.

He has represented Condominiums since 1978. He has represented many condominiums since they were turned over to the Unit Owners by the sponsors.

He is a member in good standing of the New York State Bar Association and the Rockland Bar Association.

JOANNA M. CACCAVO, ESQ.

Joanna M. Caccavo, an associate attorney at our firm, was admitted to the practice of law in New York in 2012 and in the Southern District of New York in 2023. After attending the Rockland Community College Honors Program, she transferred to Wesleyan University, where she made Dean’s List and earned her Bachelor of Arts. Ms. Caccavo received her Juris Doctor from the University of Michigan Law School.

Ms. Caccavo began her legal career at Lexow Berbit & Associates, then Jaspan Schlesinger LLP as assistant General Counsel to a large local school district. In that capacity, she advised the Board of Education regarding labor, municipal, and general legal compliance, and represented the district in administrative proceedings and before the Commissioner of Education. Ms. Caccavo joined Phillips and Millman, LLP in 2021, where she engages in the prosecution, defense and management of personal injury and medical malpractice actions. Ms. Caccavo also handles commercial litigation matters.

Joanna is a member of the Rockland County Bar Association and a lifelong resident of Rockland County.
